The act created a new cultural exchange visa designed to permit persons to participate in certain programs which provide practical training, employment and the sharing of the history, culture and traditions of the country of the alien's nationality. Persons may be admitted to the U.S. on Q visas for 15 months provided that they are employed at the same wages and working conditions as U.S. workers.
